New Holland tc 40 D
I have just bought this 06 and ran perfect. 537 hrs on it. I shut it off and it wouldn't start I hadn't been working it all that hard when I shut it off. Anyways, I found some forms here and found one that talked about the fuses behind the gauge cluster did what the forum said low and behold it fired up inlet it run for 10 sec shut it off. Here I am now a few months down the road no one has touched it and it won't start again. I'm at a total loss here. Once the glow plug light turns off I hit the key and after a few seconds the pto light turns on. I'm in neutral my pto is off and my park break is on. I tried jumping my seat switch as well.

The PTO light coming on would lead me to look closely at the PTO safety switch. It may not be making connection.

Ok. I have engaged the pto and tried to start the tractor but the pto light intently comes on and the fuse doesn't click.

After the glow plug light goes out and you try to start it, does the engine crank over? (is the starter turning the engine over?)

Nope. Nothing. And then there is a click from the circuit breaker in the fuse panel behind the gauges and the pto light comes on.

When fuse #2 blows the PTO light comes on and the tractor will not start. It sounds like someone swapped the #2 fuse for a circuit breaker, which saves you having to replace the fuse when it blows. You just wait for the circuit breaker to reset. The circuit breaker may be getting weak and might need to be replaced. Just don't go any larger than a 10A.

Check out this thread starting at post #38.

And this one.

This is what my fuse box looks like. Is the #2 fuse second in from the right hand side?

I'd begin by attempting to determine what all is in the circuit controlled by that fuse or circuit breaker. Once you've established that you need to determine which thing makes the fuse blow then fix the defective part or locate the broken spot in the wire's insulation.

2nd from the left. My TC40DA has a 8A circuit breaker, sounds like your tractor has one as well. That evidently was New Holland's fix for a common problem of #2 fuses blowing. Some owners have gone up to a 10A as that is easier to find at the parts supply.

It controls the operator safety system and fuel solenoid. That is why it will not start if blown or circuit breaker trips. I have never seen a valid reason it blows. Speculation is a random power spike from the electrical system.
