Looking at a 2020 5220H with FEL, upgraded 6 ft shredder (2 inch max cut) , 6 ft box blade and 20 ft pipe top trailer with insurance for the duration of the loan. Looking at $33,075 right now. Fair? High/Low? Can I haggle that price?

Seems fair to me. I would inquire about 3rd function for the loader and having the rear tires loaded.
Already asked for the tires to be loaded. Rear remotes is an extra $1000 so I imagine third function will be similar. Neither of those are an absolute need. I’d like to request deferred payments for 90 days, what’s the chances in that?

No idea about deferred payments. That sounds like an individual finance company question.
It would be easier to "see" if the prices were good or not if that package was broken out by line item, instead of just the final price. I would say off hand that it's "ok", but not amazing. I think I paid $27K for my cabbed 25 series, which came with R-4 tires, a "free" FEL and 2 rear remotes.
Make sure the trailer you're buying is rated for that much weight. I imagine your tractor will weigh pretty similar to mine, and with FEL + bucket + either box blade or 6' mower + filled rear tires, mine weighs 7100 pounds. That's a cabbed tractor with Rimguard fill in the rear tires. But our 2 dry chassis weights are almost the same (less that 100 pounds difference in our tractor's weights). If that trailer is built like a "regular" car trailer, it doesn't have enough rated capacity for that much weight.
Some of these prepackaged equipment sets are notorious for having the lightest weight (cheapest) attachments. The upgraded rotary mower sounds good.

top and tilt can be useful for the box blade. top cylinder lets you adjust the blade's agressiveness by changing the angle of the cutting blade. Tilt is useful if you're operating across a side slope. You can adjust both manually of course but it's handy to be able to do it on the fly.

Top and tilt would be a nice option if you do much grading work where you have to reshape roads or cut crowns. For me, most of my "grading" is just repairing ruts in flat driveway and parking areas.
I would strongly recommend at least getting a couple of rear remotes added, possibly even a 3rd function on the FEL. It will never be cheaper to do then it is right now. Will make your tractor more versatile for many years to come. I did get rear remotes, but I didn't get the 3rd function. Now I'm toying with the idea of a grapple (depends on where we relocate), and I'm looking at the additional cost of the 3rd function now.
