Look on ebay - they have a set of nearly new Kubota 3010 wheels with turf tires bidding starts at $500 a great deal.

Now all you need is a frame, engine, gear box, 3PTH etc.

Might be better buying a used (even well used) tractor and rebuilding IMHO.
