need some info on 1140

I have a lawn and garden tractor that is 1140. The electric fuel pump went out, and I think that is may have caused the mechanical pump to get weak. It doesn't want to start and had been getting hard to start. It does seem to have some blow by. My question how do you take that pump off and what is the cranking pressure supposed to be on one of those little tractors?
