MF 20 no hydraulics

I've got a mf 20 with 3cyl Perkins gas. It was my grandfathers and has sit for 6-8 years. After taking apart and cleaning the fuel system and rebuilding the carb. The tractor runs beautifully. However the tractor has no 3 point control or power. The levers do nothing, and you can lift the arms by hand and they fall under their own weight. So far I've drained the hydraulic fluid (of which there was a mix of fluid and water totaling about 10gal) and cleaned the hydraulic filter. I also used a couple gal of diesel to flush what I could out of the insides. After reassembling and refilling with the proper amount of hydraulic fluid I still have the same conditions.

I've ordered some books for the tractor but they haven't arrived yet. I really need to use the tractor. Can someone please tell me what to try next and how? I'd hate to dive in blind and mess something up.

So after some careful digging I've found the problem. Under the plate with the dipstick and the response lever. The arm with the rolling pin is sticking. Not returning back when the controls are set in the up position. How can I get this moving freely?
