MF 1010 hydraulic pump rebuild

Just finished rebuilding a hydraulic pump on our MF 1010 manual 4 wd tractor. The gear does not turn freely when you tighten the bolts down that holds the case together. I didn't take it apart so not sure if turned freely to start with. Thoughts on if it should turn free or what the problem is?

I'm getting ready to disassemble the hydraulic pump on my MF 1010 and was checking to see other people's experience. My service manual says to "Secure the drive gear in a vise at the shaft end, and check for smooth turning of the pump. If a seal is stuck, the pump may not turn smoothly. If this happens, disassemble, check and re-assemble properly." Bottom line is the gear should turn freely. Proper torque for the bolts is 25.2 to 28.8 ft-lb.
