Massey Ferguson 1010 3 point issues

Hi I have just acquired a Massey 1010 with just a 3 point hitch however the 3 point does not lower, raise or hold load at all. It originally had water in the hydro fluid and I drained and put new filter on. I checked for flow on pump outlet and it flows good. Under the seat I opened the screw and blew compressed air and 3 point lifts good doing that so I'm guessing piston seals are good. Relief valve looks clean but I don't know for sure if it operates. Any help would be greatly appreciated.

If you haven't already solved the problem, I've attached the section of the service manual for the MF 1010 hydraulics. It should help with your troubleshooting.
