Mahindra 2015 brakes weak

Mahindra 2015 tractor, I adjusted the brakes for 1" free play, they seem weak. You can pull through the brakes in gear. To get it to stop you really have to stand on it, pedal stays firm.

Looks like you have simple dry, drum and shoe type brakes. If they are original (quite possible) then why not just pull one side down and inspect the shoes and drum surface. It should be just a matter of a clevis pin and a few bolts.
