I found an inexpensive one at a yard sale today, to add to my hitch collection.

This is a strange one. At first it looks like it was made to fit a common receiver, but the shank is only 1 3/4 square, and the pin hole (3/4 inch) is vertical instead of horizontal.

Anyone have an idea what its intended use might be?

I modified an internet photo, attached below.

It fits snugly into a scrap 2 inch tube I have, and I can drill a 5/8 horizontal pin hole.

That is a tow eye for the front bumper of either a Freightliner or Volvo big truck. They are usually stored in the side box of the truck. When needed, they are inserted through a square opening in the front bumper and attached to the front frame with a pin. If the truck needs to be towed, this is the lift point for the wrecker to hook up to the semi tractor.
