Hi. I have a 2003 Kubota ZD28, that I believe needs a new starter. Sometimes it starts, sometimes it doesn't. When I turn the key to start it, nothing happens except I think it clicks. I try it a couple of times, and then I try some things that usually makes it start. Usually, when I turn the plastic radiator fan (and it is hard to turn) a bit, I am then able to start it. The reason I tried turning the fan, is because I have heard that starters sometimes get bad spots, and will start if you set them on a good spot. Make sense? Well, that is how I get it to start.

The mower has about 580 hours on it.

What do you recommend? Does it sound like I need a new starter?

Make sure that all those friggin safety switches are working (adjusted). The "click" may be the fuel solenoid not the starter.

When you say "fuel solenoid", do you mean the solenoid that is attached to the starter?

Safety switches? I think the brake has to be set, and

I'm not even sure if there is a click when nothing happens. Everything works fine sometimes, and other times nothing happens when I turn the key to start.

This is a zero turn Kubota.

I think it maybe a bad connection on a wire to the seat, because I have gotten up, and tried different things, gotten back on, and it starts fine. At first I thought it was the battery, so I hooked up a charger, and then it started. But it has also started after I turned the radiator fan, and after I have pinched the wires going to the starter. So, I am thinking it may be a bad wire connection to the seat. Does anyone know if there is some wire under the seat, and if you have to be sitting in the seat to get it started?

Okay, from looking in the owner's manual, it does appear that you have to be seated in order for it to start. I will take a look at it in the daylight.

Question: Would turning the radiator fan have anything to do with the mower starting? I mean, does spinning the fan move something in the starter? Or, was it just by chance that the mower started after I turned the fan a little? Maybe it was just be getting off and on the seat(?)

Sure sounds like a weak battery or faulty seat switch to me. Turning the fan manually doesn't do anything directly to the starter as the bendix isn't engaged if the key isn't turned. It MAY be getting the cylinder closest to the compression stroke past that, making it easier for a weak battery to spin it.

The mower (pto) also has a safety switch on it also. I had the same mower (zd-28) and it acted similar to your description, it was allways the safety switches.

I think I have a safety switch problem for this same model ZD28. Does anyone know how many safety switches there are on this mower?

I just posted this in answer to another question, but it applies here too. Consider a low voltage relay kit. When you turn the key electrical current flows from your ignition switch through your PTO neutral, clutch safety, and all the other safety switches, to the starter solenoid. When all the switches, cables and battery, etc. are new there is very little resistance.
With time and age, resistance builds up and eventually will cause a voltage drop at the starter solenoid. This voltage drop will vary according to temperature, humidity and other factors. That’s why some times it'll work fine and other times it won’t. The starter solenoid needs approx. 9 volts to fully engage, anything less and it won’t fully make contact to send current to run the starter motor. Yes it will click, but it needs just a little more power to fully seat on the contacts and allow the starter motor to run. Instead of replacing all the components in the system to reduce the voltage drop, try a low voltage starter relay. Several companies have come up with a pre-wired relay kit with instructions, John Deere, Scag, and others, have them available. The low voltage relay kit will work with as low as 4 volts.
Stop by your local John Deere dealer and get JD kit part #AM107421, it’s easy to install, It's pre-wired, comes with instructions. Mount the relay and change a few wires... The instructions that come with the kit and are easy to follow – a 15 minute job. The Parts man at a JD dealership told me about these kits years ago when I thought I needed a solenoid, he said it’s a common problem, and saved me a bunch of money. I have solved the “sometimes it just clicks” problem several times on different brands of machines with this kit.

Great explanation, are the safety switches wired to the fuel solenoid in much the same manor as the starter solenoid. So if the circuit is broken at any of the switches, it will shut of the fuel, and kill the motor.
