It may be controlled by a relay. Check the wiring diagram for a relay on the ignition circuit that feeds the solenoid.

Perhaps ckeck at the wires where they connect to the solenoid that something occurs when the key is turned on and off.

MAke sure you are sitting on the seat of have some other safety device in the proper position.
