IF, and only,IF the throttle is setup the same as my 161-3 was, pull the floor pan from inside the operators station, the main frame/ body is under there, this is where they mounted the electric throttle positioner, dirt would fall around it and in the winter would freeze not letting it actuate the throttle up. I parked it in a warm garage and shop vacked the dirt out, was never a problem again as I would clean it out regularly...it's worth a shot to take a look, that way you can rule it out.
