Kubota 121-3s won,t throttle up

Mini excavator will not throttle up. Have code 53 supply sensor short 12v on readout with flashing red caution light.

Perhaps I found something and you take the research further. The reference material below is for a KX91-3, but likely similar with respect to error code and diagnostics.

the engine speed of a diesel is controlled by the amount of fuel supplied, if it can't get enough fuel supplied to the injectors, you won't be able to throttle up!.. bad fuel, bad pumps, clogged filters can do this, and if it has a controller, bad inputs from the engine RPM and throttle position sensors, as well as a bad controller is possible..

IF, and only,IF the throttle is setup the same as my 161-3 was, pull the floor pan from inside the operators station, the main frame/ body is under there, this is where they mounted the electric throttle positioner, dirt would fall around it and in the winter would freeze not letting it actuate the throttle up. I parked it in a warm garage and shop vacked the dirt out, was never a problem again as I would clean it out regularly...it's worth a shot to take a look, that way you can rule it out.
