I became aware of this website in the preface page of my newly bought kioti DK45 service manual. It states something to the effect that if any changes are made to specs, etc, corrections or the like it will be included in future publications of the manual or on this site linked above. I don't know how stale my manual really is. Most printed service literature on todays automobiles, for example, is out of date when it's printed. That's why professional mechanics rely on websites such as Mitchell and Alldata as they are (supposed to be) updated as updates are available.
However the Kioti site requires a user/password...and I think it reasonable if one buys the costly manual they should have access to said site. The webmaster address shown below the link appears to be a dead email addy. Inquiries just bounce back.
