Kelley B70 backhoe pressure relief valve assembly/adjustment

I'm having issues with low pressure and yes there is a Guage on the valve assembly! I loosened the locknut and tried to turned the Allen screw clockwise no go! I backed it out 1 turn than back in and it stopped at 1 turn. I disassembled the valve but with fluid in the valve I couldn't see anything. I put the tapered steel facing down, inserted on the spring and reassembled 100-200 psi adjustment has no effect. What am I missing (besides pressure)!! PTO mounted pump reved to 2k rpm! New hydraulic fluid. Are there any replacement parts and diagrams. The owners manual says refer to pressure relief circuit for instruction but I don't see it in the manual! Any and all help greatly appreciated!

I drained the reservoir down and removed and disassembled the valve and found it to be stuck. Clean and freed it up. Getting all the dimensions off of it so I can order a replacement!
