John Deere Freedom 42 adjustments

I have a John Deere LT155 that originally had a 38" deck. I found a Freedom 42 off another LT 155 and I installed it.
It seems to cut fine; however, the blades won't stop spinning.
The brake (am129603 I think) looks unevenly worn. The belt tightens when the blade engagement lever is in the up position and becomes loose when disengaged but it will still grip well enough to make the blades spin.
I'm wondering if its the brake, an adjustment to the linkage or something else.

Maybe a new brake pad (am129603) and adjusting it stop the spinning blades when disengaged. It is a wear item.

I take you used the primary belt from the Freedom? The link from the tractor is adjustable as well.

The person I purchased the deck from provide a belt. I'm assuming it was the correct one. I went ahead and ordered a new brake. It seemed a bit pricy and every retailer sells it at full price.
I noticed that if I lower the blades to 1 inch, the blades will stop when I disengage them and then if I raise them, they start to spin again.

I understand that the deck engagement is via a hand operated lever. I assume that the lever moves two pulleys that tighten the deck belt.

Several issues could cause the problem you are experiencing.

1. The belt is too short and does not completely disengage when you move the lever to stop the deck.
2. The belt guide that is around the engine pulley is missing and the belt guide that keeps the belt from riding on the pulley when disengaged.
