Need a little more information than that. The lever just flops around, doesn't move at all, moves but doesn't engage the PTO, there is no lever? The possibilities are endless.
check the safeties again, especially parking brake and cruise control. once, i had trouble with the pto brake sensor slightly out of position. (if you have these features.) its electrical if you can force the pto lever into the engagement position and the deck spins up.

There's a magnetic contact in there. I often need to push it up more than once to get it to engage. I've never looked into it further. Don't forget there's a front(mid)/both/rear pto lever control behind your left leg.
