That is most likely the instrument cluster and the fuel gauge is probably just the beginning of your problems, mine started with the temp gauge registering hot when the tractor wasn't, then the pto set off the alarms and the cluster would go hay wire, then the hour block was flashing 8888. After awhile the alarms began running nonstop. I pulled the fuse and have been using it sparingly. I plan on taking the cluster out and getting it repaired for $500.00. I will not have Christmas ornaments hanging all over a tractor, I like them to be as they were when new.
