I have recently inherited a jd4300 hst. I have figured out most of the knobs and levers but the large pedal on the right side above the forward and reverse pedals (there is a large P on the pedal) just escapes me. The parking brake is a hand pull left of the seat an it activates the console light. Pushing the pedal appears to do nothing, it does not move, release, click of anything. What am I missing besides the operators manual.... Have not found that in my brothers house yet.

Most likely the Brake and the hand lever locks the brake pedal down. My Kubota and LS work that way. On the LS if you move the locking handle the Parking brake light come on but it means nothing unless you actually set the brake first.

I have the JD 4400 the pedal you are talking about should act as a normal/common brake which controls/brakes both wheels at the same time , the pedals on the left side are steering brakes I am assuming you know how they work.
Back to the pedal you are talking about are you pushing on it really hard it does not brake as easy as the steering brakes do. It would be used if you had the tractor in neutral and you were costing where as if you were rolling very fast and you applied one of the steering brakes for the purpose of stopping it could throw the tractor and possibly cause you to upset the tractor if you were on a bank or even on a level traveling in hi range.
You can find an operators manual on Ebay or probably Amazon , don't get confused and buy the shop manual you need the operators manual

As stated above its both the common brake, and the emergency brake. to use it as a emergency brake. You push that pedal down hard, then pull the orange knob on the right lower dash to lock it in place. to take the brake off. push the pedal then push in the orange knob. (I'm so glad they did away with that on the next series.) as in low light you could accidentally push the forward or reverse pedals instead of the parking brake.

It is the Brake (for both wheels simultaneously). There is also a lever that you can pull straight back that locks the brake in place for parking purposes.
