John Deere 1140 rockshaft won't lower.

I Pulled the rockshaft cover on my John Deere 1140 a little while ago and ever since, the rockshaft arms won't lower. They have lowered when the tractor was parked over the weekend but as soon as I start it up, they raise and won't lower again. I have tried adjusting the rate of fall lever, draft control, and load sensing adjusting screw in the filler cap all to no avail. I used silicone when I replaced the cover, could some be stuck in the oil port or something like that?

Sounds as if L/D control cam didn't make it back to correct location on linkage inside RS housing when RS housing was placed back on trans case.
