Any special procedures that must be followed? Gasket has deteriorated, I guess, it is leaking. I gave it another quarter turn to tighten but it still leaks a little.

Take it off and oil the gasket before reinstallation. If it still leaks after that, my vote goes for replacement.

None other than pre-filling the filter with fuel and then pumping up the fuel 'till all the air escapes out the vent on top....Mike
