JD 4430 problems

Asking for a friend.
He purchased a 4430 that wouldn't run. It last ran 1.5 years ago. Stopped suddenly, without warning. A tarp was thrown over it where it sat. No other info from the prior owner.
The new owner tried to repair/replace all of the rat-chewed wiring but has not gone for a full wiring harness. Turning the key activates the temp and fuel gauges but not the tach. The engine starts only if the throttle is moved to full open. It then settles at approximately normal idle (remember no tach so it's just a guess after listening to my 4410.) and doesn't respond to throttle movement.
It does not move. No response to forward or reverse pedals. The three point links move a little but not the full range.
The owner and I suspect electrical problems. Any other ideas?

4430 has cable driven tachometer(see photo below). Cable attaches to engine on RH rear of engine block. My guess is cable has failed. Inj pump not responding to throttle movement sounds as if rack in IP is stuck. One could try putting some fuel conditioner into fuel system. What type trans(Powershift or Quad-range)? Either type trans requires good trans pump pressure(155 psi) to power rear wheels. Has hyd filter been changed & sump screen checked/cleaned??????? Screen is accessed by removing plug in between hyd filter & rear axle housing on LH side. Hyd oil must be drained to check screen. Alternate method is by inserting nozzle of operating shop vacuum into hyd filler hole to create a vacuum to stop hyd oil from escaping when plug & scree are removed.
PS: I sold 4430's when they were brand new
