JD 4115 Hydrostatic Hydraulics slow to none

John Deere 4115 hydraulics very slow to raise bucket and rockshaft not working at all. new hydraulic pump, new rockshaft control valve, new filter, sump screen clean, pressure line screen clean. pressure set at 2300 psi, pto works, tractor drives forward and reverse. no leaks
HELP!!

Have you checked/measured the pressure that this new system is producing?
Need a pressure gauge.

Currently 2300 psi measured at the tilt ram. I do not know where the fluid is going. A new pressure relief valve is on order.
