Traction JD 2440 clutch wont engage under load

I own a JD 2440 1982. The clutch will not engage under load, gets worse the hotter the tractor gets. Ive been only shifting when pointed downhill or lifting the implement out of the soil. Am I looking at a rebuild of the hydraulic clutch or is there another less expensive way to repair?
