JD 160 riding mower hesitation

Hey guys
my 160 john deere rider is doing this, i took a video to make diagnosis much easier. It seems like it is starving for fuel? I can still cut the grass but it does this the whole time, ideas?

Were you working the throttle or was the governor "hunting"? Does it settle down when you put it to work?

i was not touching anything, it was just doing that itself. think it is a spring?
