Tractor will not crank, nor turn over. I have replaced the batteries and battery cables. The batteries are two 6v connected to supply 12 volts to the starter with 1045 CCA. All connections have been cleaned and checked using a voltmeter, 12.337v at the starter solenoid.

I can start the tractor by jumping. Using a vehicle with a 12v 850 CCA. Connecting the cables to the starter solenoid (+) post and the tractor frame (-), the tractor turns over with no issue. Batteries were tested at the battery shop when I bought them.

What am I overlooking? Thanks for the input.

12.337v at the same terminal that you connected the cables to or 12.337v at the solenoid energising terminal? If the 12.337v was at the energising terminal then the solenoid is bad

The 12.337v is taken on the end of the solenoid stud to which the battery's positive cable is attached.

With the key on and the starter button pushed do you have voltage on the small terminal of the starter solenoid?
If you jump from the battery + connection on the solenoid to the small connection on the solenoid does it crank?
Being sure to have the parking brake set and in neutral.

If it started with jumpers I would not think it is a safety switch problem unless it is an intermittent problem. I take it that this is also where you connected the jumper cables. If that is the case then your batteries are not delivering enough amperage to start. Did you check and clean the ground connection to the frame/engine a bad connection there could cause this.

12.3v resting voltage is a bit low for brand new batteries. Try charging them up first.
Are they 6v starting batteries or are they deep cycle? Deep cycle batteries aren’t great starting batteries.

Thank you for the input. I have not attempted to address the starting issue. I jumped the tractor to move it and experienced a significant hydraulic fluid leak originating behind the instrument consul. I believe the leak to be coming from the steering hand pump, but have not had time to spend more time with this project.
