Iseki tx 2160F throttle linkage

My 2160 had 2 linkages with the original arrangement, possibly for the hand and foot throttle, I have now got a replacement battery tray and it came supplied with just the one but I see the foot throttle does have some movement with this arrangement, is this standard possibly on later models, whats your thoughts.
