I recently purchased a splitter that has an Wisconsin motor (V46ID) that has a pump on it but I am wanting to install a Prince PTO pump on it through some rigging and welding but the pump says its a 540 pump and the motors rpm is unknown from searching the net most run at 1100 rpm for other wisconsin motors. So if I were to attach the pump to the shaft would I run the risk of burning out the pump or would I be better off to mount a belt system to shaft to slow it down?

You will have to reduce the rpm down at a 6.66 ratio, because the max engine rpm is 3600.

So I would have to do something like this

Set up a series of pulleys and jack shafts to reach the desired speed of out put. A single jack shaft from tractor to generator would need this.
3600rpm / 540rpm = 6.66 ratio So; a 3" pulley on generator would need a 20" pulley on the tractor shaft.

I havent figured out links yet but found it on PTO Welder l

Yes, the above is correct to run your PTO pump. You will have more force with a 3000 psi pump.

That engine has enough hp to run 4 wood splitter at the same time.

That is not your only option. A 3000 psi pump, running at 3600 rpm, will take about 58 HP.
PUMP DISPLACEMENT HORSEPOWER TO DRIVE PUMP

Desired Flow 28 GPM
Operating Speed 3600 RPM System Pressure 3000 PSI

Displacement Required 1.8 cubic inches Horsepower 58 HP

Ran into problem with splitter and I dont know what problem could be. With it as is now I welded some metal to do a 4 way split and cylinder binds up and motor dies. I have found some bigger cylinders about two to three times the size of the current would that keep it from binding the motor or could it be the pump isnt working properly?

Describe your setup. Did not know you had completed the project.

Well I havent completed the project yet, the setup is about the same as it was in the picture except for its trailer mounted and I have welded 2 wedges to make it split.
