I have to ask, why was the carb. replaced in the first place..?? Just curious because I'm seeing more and more threads of others having the same issues after replacing the original carb.
By any chance did you add an inline filter..?? Being they are gravity fed inline filters designed for engines with a fuel pump can cause a restriction of fuel. If one has been put on it, remove and replace with a piece of tubing temporarily and see if it makes a difference. If it does, and an inline filter is required because of debris in the fuel tank find one designed for a gravity fed fuel system. Or, purge the fuel tank and do a thorough cleaning.
Also check to see if the screen above the sediment bowl is clean, or even still there and make sure you have good fuel flow to the carb. Normally if one falters, a quick tug on the choke if ample enough fuel in the carb bowl will make the engine pick back up even for a few seconds. A sure sign there is a restriction of fuel.
One other thing comes to mind. When you reconnected the gov. control linkage to carb., did you connect the linkage to the carb. running the linkage on the carb through from the block side, or the carb body side. If from the block side, the rod can hang up/bind on the block not allowing it to work properly. Make sure the rod goes through the throttle linkage from the carb. body side.
