implement force and GPM

Newbie question:
Does a hydraulic implement's force capacity increase if it is used on a tractor with a higher rating (GPM) hydraulic pump? Or is it instead more a matter of how quick the implement responds when the GPM is higher?

More GPM equals more speed. More PSI equal more weight lifted.

Some implements require a constant flow (or near-constant flow) like a post-driver. The post driver example may require a flow of 12 gpm to operate properly, but it is also important to have sufficient pressure and lift capability so you can lift the thing with the hydraulic lift and move it from post-to-post. So maximum pressure and flow are both important. Most hydraulic systems are rated at a certain gpm at a given pressure, for example, 12 gpm at 2000 psi. At 1500 psi, the pump might deliver more flow, depending on the type of pump it is. Also the pump will have an rpm were it delivers its rated flow. So I think the answer to your question is that the manufacturer will state nominal pressure flow for a hydraulic implement and probably also a minimum. Depending on how the hydraulics are used, the most important thing might be flow or it might be pressure.
