IH460 Diesel Leaking hyd fluid

I have a 1959 IH460 diesel utilty tractor and after 40 minutes it starts leaking hyd fluid out of the top of the steering column. I replaced the seal at the top of the column but still leaks till it blows the seal out. I checked the fluid and it's where it should be.Any help would be great.

Check for very small air bubbles in the oil when it s overflowing? Its called airation of the oil.
Check for a leak of air into the sisteme (hoseclamps or cracked hoses)

No air bubbles it's building up way to much pressure
