IH 2544 Brakes

The brakes on my 2544 have been a little weak lately so I pulled them apart and cleaned everything up. I noticed a wear ring in my outer plate, should this plate be entirely flat? I was considering grinding the plate flat again and putting new brake linings in there but I wasn't sure if the outer plate was supposed to have a slightly recessed ring or not

They should be smooth so to speak, those brakes do glaze up and become hard to work when they do for the petal effort.
