Not enough
I'm making power steering system for my tractor. I need the midpoint of the cylinder to be 19" and a throw of at least 7". I found one on amazon that is 20" in the mid of extension, 16" closed 24" open. It would be perfect if it was just an inch shorter.

Unless I am missing something......why not get that cylinder and put a 1" long spacer on the rod between the piston and head. You will be restricted to 7" stroke, mid point will be 19".

Or better yet, can you compromise your mounting so your axle stops limit your stroke and the cylinder doesn't full travel?

If I reduce the midpoint to 19" with 8" stroke I'll only have 3" of travel right, 5" of travel left, when I should have 3.5" and 3.5". However 0.5" is a lot of travel in this case to lose. Unfortunately the space I have to mount the rear mount has pretty much zero flexability.

It is possible to shorten a cylinder.

Why don't you find one with the stroke you need and a shorter overall retracted length and just put an extension on the butt end to get you the center you want?

I was trying to do that, but I'm unable to find a cylinder with 8" stroke that is shorter than 16". I'm sure cylinders can be shortened, but that's outside my scope of ability.

There's a lot that are 8" stroke with 14" total retracted length. As mentioned, try surplus center, norther tool, bailey hydraulics, etc....

Think something like this would be durable enough?

1x9.468x.551 PARKER DA HYD CYLINDER

1" bore and 1000PSI max. Yea....maybe its durable enough if you are working on a garden tractor.

You never said what you were working on, or how big you are looking for diameter wise. Which directly relates to speed and power.

You also never said what you need for ends on the cylinder. Cross tubes? Clevises? Threaded rod?......as they all make a difference in overall length.

Would like to see if I can help. But you gotta provide a WHOLE lot more information.
