I bought that 20 ton (claimed) air over hydraulic bottle jack that Northern sells for about $69 IIRC.
It works well enough, I use it primarily to take the goosenck trailer off the truck - saves a lot of cranking.
If you are building an engine hoist of your own design, more or less from scratch, you might be able to fit that into your plans.
OTOH, if you are looking for an air over hydraulic jack to replace the usual 8 ton long reach hydraulic jack found in the $199 cheapo engine hoists, I doubt you'll find a drop in replacement.
You might be able to find a jack that takes external flow that would fit - couple that up with an air powered hydraulic pump.
Personally I don't pull engines out very often (these days).
When I do it is a bit delicate, couple of strokes, check clearance, couple more strokes, budge something over, another stroke, etc.
I don't anticipate the need for lifting speed and the work isn't THAT hard compared to the rest of the project anyway (-:
