I am considering making a mower attachment, for the tractor, an "under fence mower"

using a 30 hp rated gear box, and PTO shaft, now If the prototype turns out to function and work as planed for, my son is a welder and wants to try his had at some small scale manufacturing, this mower would have two 28" finish type mower blades on it, mowing about 48",
and has an additional option for a tumble weed fence cleaner attachment, (the distance from the fence would be difference for the purpose of the machine

with that said, the question is on the three point hitch side of it, (my tractor is a category two), have always hoped to get a smaller compact tractor like many on this board has,

the question is which category would you make the hitch? cat 1 or cat 2, now I have been doing some drawings and it seems with a special pin one could use both spacing and make a double hitch, with both the 1 and the 2 spacing, on it, (in years past I have put category 1 on smaller items as in hope of the smaller tractor to use them on, (currently it seem like all I am doing is changing sway bocks to the thing I am hooking up to,

and then if some one has the quick attach they would cuss one if it would not work, and have to be taken off,

what are your thoughts,

~~~~~~~~~~~~~~~~~~~
how many tractors are with the Cat 0 hitch out there, and would they be even in the (20 hp range my estimate to use in heavy grasses/weeds) so would tractors with a category 0 hitches even be able to run a mower like this,
so in the second part would a Cat 0 even be an option to consider?
I would make it Cat 1 so it could connect to Cat 2 with bushings or make the dual Cat 1 & Cat spacing hitch for the lower links but leave the top pin as Cat 1 for height and diameter. Don't know how heavy this will be or how much PTO HP will be required, but I don't think I would bother with Cat 0, there isn't that many small tractor using Cat 0 anymore. Most sub-cuts are using Cat 1 now.
