I wonder if it isn't for a tiller cable hook up for maintaining same depth?. I can tell you the part number for the lever is 194150-42280 but google shows nothing. Have you tried moving the lever with the lift in a part way up position?

Here is a page out of the 2010 parts manual showing the control cable on a 1404 tiller. Same cable is used on a 1604 tiller. My guess is it hooks to your unkown lever.
