No, two singles do not make a double. Air can make noise. It is hard to say with out hearing it. On a single acting cylinder loosen the fitting at the cylinder and operate the valve. It should push out any air.
I do not know which valve you have. It is a fact that some of the valves will not function correctly with single acting cylinders. For simplicity sakes. There are basically two different types of cartridges in the valve. One will allow back flow, ie. a single acting cylinder, and one will not, it acts as a check.
This may not be your problem. It may be as Mad has suggested. It is worth looking into the type of valve you have.
