hydraulic lift s-650 g

Once again than thanks in advance for all the input and advice. I now have my 650 g running, however now I cant get the Hydraulic system to lift. the fluid is full. There is fluid where the pump is run off the flywheel in the front of the tractor. Where the fluids split to the power steering and the hydraulics, there is no fluid in the upper piping. Also the dial located under the seat has no resistance on it. as I turn it slow and it is pointed straight up it feels like it is trying to catch on some teeth, but basicly spins freely. does anyone have any ideas?????
