Welcome and be sure to check out the other threads on this subject.

I presume you are referring to the condition of a gravel road or driveway. Yes or No ? If yes, then grading with a back scraper blade or rake causes the whoop dedoos because the front tractor wheel rise up on a bump and this drops the blade behind you. Simple fix, though.

Un-fasten the top link of the blade. Use a chain instead so you disconnect tractor pitching from the blade digging in.

Turn the blade at a 45 degree angle so the length of the blade bridges the ups and downs in the roadway. You need a wide blade to do this though. An 8' rake at 45 degrees is now only 5-1/2 feet wide at this angle.

get some gauge wheels or skids for the blade, box blade or rake and set them BEHIND the attachment. This sets the depth of cut equal to the roadway just leveled and keeps this elevation regardless of the tractor pitching.

You need to make several passes at this before things settle out.

You also have to have some material to fill in the ruts, so you need to get some loose stuff raised up to make it work.

Comb the loose gravel/dirt towards the center and when all the angling is done, go down the center with no angle to put a level top hat on it.

Done.
