When I saw this I was for certain that this was the result of another problem. I tried turning the cable in the meter box and sure enough it was froze up. This is how I fixed it.

You need to remove the dash cover and bar across the top. Disconnect the battery. Pretty strait forward just find all the screws and bolts and remove them. Unplug and take out the emergency flasher button. 2 screws are hid under the rubber gasket surrounding the steering wheel.


Unplug all the wires under the dash and remove the cover

Be very careful handling the meter box. Some parts inside are delicate and will break easy. Remove all the screws you see in the picture above. This removes it from the case, removes the gearbox, and rear cover.


Remove the 3 screws marked ground these hold the gas meter. On the other side remove the screws holding the front cover. The assembly will come out the front. Handle with care


(The gear on this shaft was removed to show the problem area) Where the shaft goes through this bushing is where it froze up. With some 3 in 1 oil and by slowly working the shaft back and forth You can free the shaft. Soak it with oil over night. Be careful not to get the oil anywhere else. You should be able to spin the shaft with your fingers and make the RPMs needle move. On older meters where the grease on the gears is dry. You can clean them and re grease if necessary.
Reverse the procedure to install. Install the cable to the meter before you put the dash cover back on. A little easier to do this way.
Hope this helps someone. Could save you a few hundred bucks.
