I have a 2004 JCB 506c telehandler with 2000 hours on it. The hour meter has started to count time even with the engine off. Replacing the ignition switch did not solve that issue.

Any ideas where I should turn?

Chances are that the meter has power to it at all times and relies on ground switching to activate it. I'd follow the wires and see if there is a bad pressure sender. Ideally, there would be one sender with a normally open and normally closed terminal for the oil pressure light and the hour meter.

Get a volt meter or test light and see where it is getting power from. Something is shorted that shouldn't be. I would have guessed ignition switch but it appears you already swapped that.
