I have a 15 year old Honda 5.5 hp with a Cat pump. the engine , runs fine, but the pump only work on low pressure. The mechanic told me the Cat pump is shot.
A new pump is 400.00
A new honda 5.5 with a cat pump is 700.
Also looking at a 13 hp honda with a cat pump for 900.00

what is the smartest move?

I use this for light residential use, power washing house, driveway etc.

is the 13 hp to big?

A pump might be $400 from the mechanic, but if you search the exact model number on ebay chances are you'll find it for considerably less.
The 13 hp model would either have much greater working pressure or volume, probably both. If you have a great deal of area to clean, and often, it might be worth it for homeowner use, but I think they are primarily aimed at the commercial markets.

I just bought a 13HP Honda with a rebuildable Cat pump and am very happy. You could go either way. To just buy the pump, with a great engine you already have is fine and will probably work perfectly. If you want to upgrade, you would likely have to spend $1350 or so to get a unit with a rebuildable Cat pump. The $900 dealwould likely be a very similar pump to what you already have.

Bottom line: for homeowner use, just buy the pump and keep what you have.

If i can sell my old honda power washer as is for 250, i would only have to come up with about 500.00 and i would have a new cat pump and honda vs 400 for a new pump and installing it on my old honda 17 years old approx

Numbers mean little and change all the time. Find one that bolts up and has the PSI and volume you want. Call CAT pumps or the people below. Problem solved in 30 seconds.

Pressure washers are very simple and are basically just an engine and pump. As long as things bolt together you're good to go.

How can i test to see if its my unloader valve not working or the pump itself is not pumping ?
