We use two rows of three 1x3 ft sections of deck grating (not expanded metal). These are chained together and do well to follow the contours of the ground. We pull with 4 wheelers to cover food plots after discing and broadcasting with the tractor

one may consider a tire harrow a bar with a series of tires chained to it and then a second row of tires stagged from the first row,

I built this...
A row of 4 light truck snow tires bolted together with 3/8" all thread and 2x2" homemade square washers.. Then a row of 3 tires in front all bolted to the row of 4 tires at all the tangent points..

A short chain on either side of the front center tire of the row of 3 to a shackle on the draw bar of the tractor.. All this close to 9' wide total foot print..

Works well..
