Hi guys starter issues

IH 674 ...Every time i try to start my tractor I have to click the switch like 5-10 times. I thought it was a solenoid issue , so new solenoid same issue, Do i need to place shims to pull the starter away from ring gear?

Brushes! Solenoid has 2 coils, high current pull-in coil, which grounds through the armature brushes, and low current hold-in coil, own circuit to ground. If your brushes are knackered, no pull-in so only click click from hold in. Turn the key and hold the click, and tap the starter and see what happens. Other thing is bad ground/loose starter.
