Let me add that B & S and Kohler seem to rate there small engines at gross HP, rather at nominal operating speed HP but a 1000cc twin V engine of some flavor seem to be the way we'd have to go. Thanks to all who can add something productive to this.

Here is a top view of the driver system and let me add, this should have about 6hp per foot, give or take.

Seems that a chain gearbox will need to be built to the power from the jack shaft down to the tiller and its 1.5" shaft. I looked around the web for something I came up short. If anyone care to see that, I'll post prints as they are produced. Thanks for your help!!
