Help with Toro Wheel Horse problem

I haveand a 1995 Toro Wheel Horse lawn mower, it has sat for about 4 years in my mom's garage. I put new battery/air filter/fuel filter/clean fuel tank and new fuel solenoid. It will crank but not start. I cleaned carb took fuel solenoid off and we put our finger over the hole on the bowl of carb so fuel would not leak out and it started and ran. Put everything back the way it is supposed to be and it won't start. What else could I try? checked to fuel solenoid out of carb with turning key on and off and is working.
