When you turn the ignition key to "start" 12 volts is delivered to the starter solenoid. The solenoid then delivers 12 volts to the starter and the starter gear is driven up to engage the flywheel to turn the motor. I'm not clear just what a "whining buzzing noise" is, but maybe you mean the starter gear is spinning but not engaging the flywheel.
First things first. Do you have a test meter (multimeter or voltmeter)? If so, check the voltage at the battery terminals; you should see over 12 volts. Then check the voltage at the starter when you are trying to start the motor. The voltage should still be over 12 volts. A quick check would be to put a jumper on your battery; if it starts then you have a low battery or bad battery connections.
