You might be able to use metal cutting blade to cut the bolt. Still do that myself.

I have also had successful but slower results with a nut splitter. That bolt does not serve a shear function just to hold the blade in place and prevent loss.

I let it soak with some Kroil for a couple of days, came of with a 6 point socket and good wrench.

Never saw a tailgate mounted one before, how does the pickup do with it? :D

Heavy hitch makes one that fits a 2” receiver. Do not know if it would do much on a truck, but adapts to some of their frames.

They might have put it on upside down for storage. It provides a nice flat foot to rest on.

That makes sense or possibly for shipping? I cannot find any wear anywhere on it, edges are all sharp.
