grass seed alternative

I have an area along a 700' long driveway that I would like to seed. It doesn't need to be a "barefoot" grass, just something I will mow that will stay green to look good from a distance. Grass seeds expensive, so looking for something less pricey. If I plant something like winter wheat will it keep growing if I keep cutting it? Any ideas are appreciated.

Fescue is the toughest grass and the least maintenance. Also Fescue holds the ground better. Winter wheat will have to be replanted every year.

Clover possibly? Doesn't need much special care.

Try to garden it for a year and the quack grass will take over for free.

yes winter wheat will stay green if you cut it. I plant it for deer and they keep it mowed to about 3 inches all winter, a little will head out in the spring though.
