OK - I re-read your post FT. You are talking about a completely new portion of driveway with brand new gravel that more than likely is not totally compacted. With such a long periodicity between wave tops - I seriously doubt that my land plane grading scraper would correct this. You need something loooooong - like an 'ol county road grader. The distance between the front tires and rear tires is enough that the blade would clip the tops and add to the valleys.

You might be able to make the condition better with a rear blade or box blade but its going to require a considerable amount of skill. You will have to manually lower the blade to clip the tops and sloooowly raise the blade to deposit into the valleys. I can tell you that from my 30+ years of attempting to do just this - she's a tough row to hoe. I finally recognized - I would never have the skills - I bought the LPGS.
