Florida man is kind of a running joke to make fun of the state due to the predominance of stupid stuff showing up in the news. However it's actually an odd side effect of some very good open records laws. Unlike many (most?) Other states arrests & others enforcement records must be made publically accessible. When reporters have nothing else easy to report on they just browse through those easily accessible records & pick the most amusing ones.
